In photoshop, if i select View -> New Guide...

the guide created is document level.

Is there a way to make guides in Photoshop layer, group, folder associated?

Not in PS. Illustrator does layer level just fine.

As a stop gap, I've done a vector object or path as a guide, and tied those to folders

You could also use the pencil tool at 1px to make guides.

As a kludge, I've actually written simple actions to divide documents up into, for example, thirds by drawing lines on a layer which is overlaid on the original via Overlay, Soft Light, etc.

Yeah, I saw that & was in fact responding to it - the advantage to using the shape tools is that they're not rasterized. You should know better than to doubt me. k

surely Rogue_D had it... yet Ari's answer and naming convention was perhaps better focused

using the Line Tool, and creating a Path associated with a Shape Layer... allows creation of a Path which is visible without having the Path actively selected in the Paths Panel... the Shape Layer's visiblitity can then of course be turned on & off or can be associated with a Group etc—which the Path alone cannot

Ah, of course, I misunderstood what the bitchslap was referencing. I thought r_d was talking about doing something CRAZY with a path - which would indeed work but couldn't be tied to a specific layer. I accept my shaming. k
