i want to create a little animated logo that loops but i dont want to have it load every time people go to different sections, whats the best way to do this?

Well, once loaded it will be cached so will take minimal time to load again.

Else, if it is a little but very heavy animated logo, I'd guess that you should do it in flash so it can start playing before completly loaded.
