I'm trying to learn Drupal since I don't much care for Wordpress, but want to make myself more marketable for freelance projects as well as personal endeavors.

I got my domain and followed all the install instructions for Drupal 7 but its not on my homepage its in the directory it told me to put it in and I have no idea if I can switch it now or if I have to delete all the stuff from my site and do something differently at installation (namely unpack it in the public_html folder)

If anyone knows of any good tutorials or books they used feel free to let me know those as well.

That has more to do with the zip format than anything else. Joomla's installation files does the same. What I normally do is just to ftp in, and move all the folders until it's in the public_html folder.

Should I delete them all from the server and upload it again moving it all to public_html before I do the installation script or is it alright to just move them all over now?

Just move them via ftp. If you've done the Drupal installation already - you might have to edit a config file, but if you've just uploaded, you can simply move the files, and run through the install process.
